LEDs which light well are relatively new. There are few regulations and every single light type from every manufacturer performs differently. Packaging and specifications are misleading and often deliberately obfuscatory. Beware any product claim that their 7W lamp = 50W Halogen. What does that mean ? It is in most cases a bogus and misleading claim.
Light output is defined in Lumens and light levels are defined in Lux. Energy is measured in Watts. Therefore lighting efficiency is defined by how many Lumens are generated by how many Watts.
